In view of the special geographical position and demand of a local power grid
it can play an important role in increasing its restoration speed after a fault to find or build a new power source for black-start. With Hulunbeir power grid as research object
a black-start scheme is proposed
in which Daliang wind farm is used to start the unit of the nearby East Hailar thermal power plant through configuration of a high-capacity battery storage system. The sustained and effective output probability of Daliang wind farm is evaluated according to the historical wind speed data. Then
for the situation of Daliang wind farm having maximum sustained and effective output probability
simulations of transient processes are made by adopting the strategies proposed in the black-start scheme
including the self-start of the storage-based wind farm
energization of no-load transformer and transmission line by storage-based wind farm
as well as start of auxiliary engines of thermal power unit driven by a storage-based wind farm. Finally
the feasibility of the black-start scheme and the technical problems that need to be solved are analyzed according to the simulation results. This work is supported by Fundamental Research Funds for the Central Universities(No. 13XS20)and State Grid Corporation of China(No. SGMD0000DDJS1500096).
