With the rapid and large-scale development of new energy in west of China
the lack of new energy power transportation or consumption
and the shortage of grid peak-shifting ability have become increasingly serious
leading to severe wind/photovoltaic power discard. Aiming at the issue that numerous self-generation power plants have not fully participated the grid peak regulation
this paper presents a generation rights trade mode between self-generation power plants and new energy enterprises under current policy framework of electricity market
in order to promote self-generation power plants to fulfill the peak-shifting responsibility of public generation plants
and enhance grid peak regulation ability. By analyzing policies and status of the trade mode
this paper establishes the numerical model of the generation rights trade between self-generation power plants and new energy enterprises
then gives out the profits balance and win-win conditions. Also
this paper illustrates the successful pilot projects of Gansu Jinchuan Group Co. Ltd. and Lanzhou Branch of China Aluminum Co. Ltd.
which verify the validity of the trade mode in new energy power consumption and decrement of discarded wind/photovoltaic power. The work provides practical foundations and demonstrations for the new energy consumption and generation rights trade in electric power system reform and electricity market construction.
