This paper briefly introduced the course of three market reforms that shaped the UK retail electricity market from a Power Pool to a unified BETTA model applied nationwide. The regulation of market participants and the refined electricity transactions provided valuable guidance for the current Chinese practice in the retail electricity market reform. The key points include the definition and responsibilities of electricity suppliers as well as their roles in promoting the market liberation and competition. Also it is explicitly explained that the breakdown of consumer electricity bills becomes an important indicator of market assessment. Meanwhile
the problems emerged during the stages of British reform and the challenges they encountered in the upcoming low-carbon market reconstruction can also be treated as prerequisites for the next-round Chinese endeavors in the retail market.
