In order to cope with the wind power curtailment problem caused by the disjunction of generation expansion planning and transmission expansion planning
a model is proposed for combining these two sorts of planning. Meanwhile
the energy efficiency programs at the power demand side have also been taken into account in the planning model considering their potential in achieving power supply-demand balance. Accordingly
the concept and model of “source-grid-load coordinated planning” are put forward. Besides
the analysis and modeling of the uncertainties brought about by wind power are carried out from the perspectives of randomness and fuzziness
as they are considered in the model as well. Lastly
a numerical study on an IEEE 30-bus system shows that this model can effectively coordinate the generation expansion
transmission expansion and efficiency power plant programs to realize minimization of the overall cost of the system
and reasonably determine the scale of wind power generation to ensure optimal utilization of resources. This work is supported by the Fundamental Research Funds for the Central Universities (No. E15JB00120).
