technical requirements of wind plant inertia response have been put forward by power system. The control of wind turbine rotor can provide certain energy instantaneously for system inertia. However
it is not effective for all working conditions
such as low wind speed or high wind speed. In order to solve this problem
a solution to fulfil the performance of wind power plant inertia response is presented
which combines the control of wind turbines and energy storage. Furthermore
the demand of energy storage capacity with different wind speeds is analyzed
and the method based on nonparametric kernel density estimation is proposed to determine the storage allocation capacity with different confidence levels
which effectively avoid the disadvantages of the traditional parameter estimation method that depends on the distribution characteristics of wind speed. In the end
analysis of calculation examples proves the effectiveness of the proposed method in reducing the storage capacity as well as improving the economic efficiency of energy storage on participating in wind power plant inertia response.
