To overcome several existing problems in the decision methods for orderly power consumption
a multi-time scale coordinated centralized decision method is proposed. The method can be used in solving the problem of electricity supply shortage due to both generation deficiency and transmission congestion. The main optimization objective of the decision model is to minimize the impact of peak staggering and bypassing strategies on users’ electricity consumption habits. The typical characteristics of load profile on weekly and daily time span
the user’s participation willingness and electricity consumption value are comprehensively considered in the model. To improve the system load factor and achieve better system security and stability
the reserve power during the peak period should be ensured and the weighted sum of peak and peak-valley difference be minimized
which are depicted as alternative objectives of the decision model. Simulation results demonstrate the basic characteristics of the developed model and method.
