Control decision-making based on risk analysis can effectively coordinate security and economy of power system operation.However，the traditional guide on security and stability for power systems is based on deterministic rules.Therefore，the basic principles of control decision-making based on operation risk analysis complying with the guide of security and stability are proposed.By considering the current status of engineering application of on-line security analysis and decision support technology，the scope of implementable on-line control decision-making based on operation risk analysis is analyzed.The technology roadmap and implementation method for on-line decision-making of preventive control and emergency control based on risk analysis are put forward，in which the impact of preventive control on emergency and corrective control，and the impact of emergency control on corrective control are taken into account.This paper is dedicated to promote the engineering application of operation risk control technology in power systems.
