A new approach to energy-saving dispatch with respect to end-user space heating load management is presented. As part of the space heating load of the hot water radiator can be shared by the distributed heat pumps at users' side, energy carriers for space heating can be switched from electricity to hot water. The transportation time of heating water and the space heating electricity load of heat pump are added as key optimal variables, making it possible for the boundary conditions of space heating load and non-heating electricity load to be expanded to end users' side from the cogeneration units and the condensing power units, which changes the energy-saving dispatch constraints of heating hot-water load and gross electricity load.So a new mathematical model for energy conservation is developed to realize the optimal load dispatch between cogeneration units and condensing power units, and then realize the purpose of energy-saving.Finally,the situations of two typical cogeneration units of extraction condensing and back-pressure in the new energy-saving dispatch are compared and analyzed.
