In view of the situation that load shedding and recovering tools are not provided in current dispatching automation systems，a load shedding and recovering system is proposed based on the dispatching automation platform.By considering the factors related to the load shedding dispatchers concern，design and implementing schemes are presented.This system provides overload surveillance function of under frequency load shedding（UFLS）units and transformer windings，the plan making function of load shedding，and manual and automatic load shedding function，which provides dispatchers with great convenience in load shedding function of dispatching system.This system has been put into operation in National Electricity Corporation of Sudan and launched on a trial basis in the Philippines.
