Based on an analysis of the demand on the construction of information in power information systems，the concept and definition of data topology are proposed. The structures contents and its correspondence with the power data relation in systems are described. The functions of improving intelligence level of application systems functions such as data processing，data presentation and data analysis are also dealt with. A reference architecture of the application system based on data topology is given，and the relevant applications are briefly described in the end.
