In view of the incompleteness of existing evaluation indicators, definite subjectivity in evaluation methods and the imperfectness of scheme evaluation, it is impossible as yet to conduct comprehensive and valid evaluation of black-start schemes. Hence the proposition of the black-start scheme evaluation indicator system, which covers the items of power supply restoration, load pickup, grid structure, synchronization preparation, synchronization process, restoring time, frequency stability, voltage variation, and restoring benefits. The indicators proposed are divided into two types: directly calculated indicators and indirectly acquired indicators, which can be obtained respectively through analysis and digital simulation of black-start schemes. Based on the calculated indicator values, the principal component analysis(PCA) is employed to seek the relatively optimal scheme by calculating the objective evaluation values of each scheme. The proposed method provides power grid dispatching and operational department with a decision basis for the evaluation of black-start schemes.
