In order to utilize the energy storage capability of hydropower to stabilize the large inter-day fluctuations of wind power output in daily peak hours, a new operation strategy combining the hydropower with wind power to regulate the peak load is proposed. The strategy makes a weekly rolling decision in a month, determining the operation position and the available peak load regulating capacity for hydro and wind power combined system by consideration of uncertainty risk of wind power, risk attitude of operators and the new operation information. The results of strategy can provide references for operation decisions. The theoretical analysis and example show that the combined operation system in winter dry season can not only stabilize the large inter-day fluctuations of wind power output in daily peak hours, but also improve the system peak load regulating ability.
