In view of the fact that the power units in China are mostly coal-fired and the dispatching center is unable to directly obtain the units' coal consumption functions, a new bidding transaction mode that can balance energy saving and emission reduction is proposed. According to the CO2 emission function, CO2emission per kilowatt-hour of each unit and all units can be calculated for the ratio between the two values to be used as a modifying factor to modify the quoted price, which can be used as the scheduling basis. The mode proposed can not only effectively control energy consumption and CO2emission, but also guarantee the priority of the units using advanced discharge reduction technology to be scheduled. Finally the effect of the implementation of emission trading scheme(ETS) on generation right trade and the mode is analyzed. The analysis results show that the implementation of ETS can effectively promote the development of generation right trade and reduce CO2emission on the generation side while further pushing ahead the implementation of the mode to realize the social benefits of energy saving and emission reduction.
