To provide the theoretical support and ideas for charging station construction，a dynamic traffic network method is used to build a multi-objective optimization model with a hard time window constrains to obtain the optimal distribution and scale of electric vehiclescharging stations.In this model，the minimum of capital cost and charging cost is treated as the optimization objective，and a two-phase heuristic algorithm is proposed to solve this model.Finally，case studies on a simple example verify the correctness and effectiveness of the proposed model.
