The development of the smart rural power network plays an important role in the construction of the strong smart grid. Based on the development demands of smart rural power network under the layout of urban-rural integration， the goals of development are defined. A research and construction system including five levels and six modules is proposed， and the significance of the six modules in the whole development of the smart rural power network is analyzed. The corresponding research focuses and development roadmap are recommended. The research achievement has been applied to guide the planning of smart rural network demonstrative construction for the suburb of a metropolis.
