Integrated resource strategy planning(IRSP) is studied as the expansion of integrated resources planning(IRP) at the nation-layer. Integrated resource strategy planning provides a new theoretical support for the implementation of demand side management under the electricity market condition. An integrated resource strategic planning model is developed that puts the efficiency power plant as the demand-side resource and supply-side resource into electric power planning on an equal footing. The model is based on the lowest total cost of supply- and demand-side of the whole society as the objective and takes into account some constraints, i.e. the electricity demand constraint, load constraint, efficient power plants capacity constraint, conventional power plant capacity constraint, and level of pollutant emission constraint. The effect of the IRSP model is finally demonstrated with examples taken from the United States and the results show that the total cost can be cut down to the lowest compared with that by traditional planning while greatly reducing pollutant emission.
