In view of the practical technical issues of substation video monitoring systems， a new substation video monitoring system and its solution including the system model， system structure， remote monitoring， and the design and testing of the intelligent monitoring function are introduced. The system adopts embedded technology and layered network based open session initiation protocol（SIP） structure. Large volume of signaling and media flow information can be processed between components of the system. The system has many desirable features， such as scalability，intelligence，flexibility，autonomy，interoperability， etc.， and can achieve both basic and extended management and control functions.
