By referring to the construction of the ultra-high voltage（UHV） grid， dispatch centre and communication information platform， the measuring and control technology of the substation automation system and the optimization design of the measuring and control device are studied. Information can be integrated at the substation information source to realize its more efficient use. Some new technologies such as IEC 61850 generic object-oriented substation events（GOOSE） are applied in the device that can transform the process layer information through the network and promote digitized construction of substation.
