In view of the flexible and variable data exchange demand in power enterprises， the design idea， architecture and implementation of the general purpose data exchange system are discussed. Based on the infrastructure of the PI3000 platform， the general purpose data exchange system adopts a 3-tier service-oriented-architecture to facilitate use of the Web Services for data exchange by other application systems. The system adopts a component-based framework with good scalability to support different types and formats of data exchange and secondary development that meets the demand of complex and specific data exchange.
