In order to meet the requirement of communication for emergency-response in power systems and ensure real-time, accurate and flexible information communication as much as possible, a design scheme for the message management system is proposed. The design includes that of the system functions, the processing flow chart of message transfer, the object-oriented definition of message class and the Java-based solution. Finally, samples of application in a real power company are shown to demonstrate the feasibility of the proposed scheme, which can provide necessary functions such as the standardization of message, real-time message transfer and message monitoring in emergency-response procedures.
