To improve the design and managing level of the digital substation secondary system， a refined management model for digital substation secondary system based on IEC61850 is studied. As the configuration information flows between intelligent electronic devices（IEDs） and the mirror logical nodes， the rational communication network and protection implementing modes influence the system operation， they have become refined management objects. The relevant database is designed to carry out refined management of the information flows， virtual input/output variables， network topological connection， Virtual local area network（VLAN） and multicast group， mirror logical nodes. The planning and design of an actual substation system and network is given and an analysis is made of the multiple function application， providing suggestions for digital substation design and configuration.
