The main objective of energy-saving generation dispatching is to reduce the use of energy regardless of fuel loss in transport process. Hence, Pareto efficiency cannot be achieved. Based on the theory of short-term marginal cost pricing and inspired by the cost-based power pool in South Korea, a quasi marketization model of energy-saving generation dispatching is designed by taking China's current electric system into consideration. Adopting the two-part electricity price, the day-ahead exchange scheduling is formed according to the energy price checked by government. Thus, this dispatching sorting mechanism is in accordance with the idea of energy-saving generation dispatching. The classified market based on different types of units not only reflects the value at different times but also promotes the stability of market price. Practical case demonstrates the superiority of the proposed quasi marketization model of energy-saving generation dispatching.
