An analysis is made of the advantages and disadvantages of centralized and distributed sequence control schemes in the substation automation system. A new scheme for implementing distributed sequence control is presented that is independent of the protocol between the station level and bay level with the bay level IED as the core and the storage and execution of the operation order sheet as well as the judgment of the operation logic all implemented by the IED. In the process of sequence control, when other inter-related IED's are to be operated, request should be made to a device on the station level for execution. The process has been implemented in CSC-2000 substation automation system. The scheme is applicable to the international criteria with protocol between station level and bay level IEC 61850 as well as enterprise criteria with Ether IEC 60870-5-103, CSC-2000 etc. In particular, it is a good solution for applications in the transitional period when IEC 61850 is not yet very popular.
