GOOSE is an important contribution of IEC 61850 to digital substations. The aim of GOOSE is to implement distributed substation automation functions. The realization plan for IEC 61850 GOOSE publisher based on VxWorks is advanced by making an in-depth analysis of the VxWorks kernel. The GOOSE publisher task is based on the VxWorks event group， with the event driver way used to send GOOSE messages including initial transmission， changed transmission， rapid retransmission， periodic retransmission. The method of enabling and disabling the high precision timer shared by all GOOSE publisher control blocks is given. The principle of implementation of the VxWorks network packet retransmission is treated and the way of realizing retransmission by incorporating a new GOOSE protocol in the network device is presented.
