According to the international standard IEEE Std C37.118—2005 and application requirements， the foundational functions of PMU are analyzed from several aspects such as time synchronization， precision of steady-state measurement， transient-state response， identification of low-frequency oscillation and communication protocol consistency. Evaluating standard and test method for PMU's performance are also presented.
