To meet the challenge of electric power system growth， the development of a new generation of EMS（N-EMS） with 3-dimensional coordination is proposed. Operation mode of the N-EMS is an automatic early warning type. It is an on-line analysis， early warning and computer-aided decision making system comprehensively coordinated in 3 dimensions of time， space and control objective. It is also a closed loop control system with global optimization. The main characteristic of the N-EMS， major differences between N-EMS and conventional EMS are discussed. Based on a 3-dimentional（space， time and control objective） analysis， a conceptual design of N-EMS， core technologies needed for developing the N-EMS， and methodologies/technologies for realizing such a new system are proposed. The future application potentials of the N-EMS are outlined.
