A new real-time data center is studied and developed to well meet the requirement of the thermal power plant real-time information system. The strategy of real-data flow and the development model is narrated. By using the XML， DOM， remote process and other advanced techniques， some key problems about the real-time data process and management are solved. Other application systems in thermal power plant can be easily developed on the basis of the real-time data center with good performance and high reliability.
