Since the large capacity hydro power unit’s primary control function is seldom put into use successfully， a feasible technical scheme is presented based on the analysis of existing scheme and simulation research. The improved scheme coordinates the control actions of supervisory control system and turbine governor so that the primary control function can be put in effect persistently. The scheme presented can be generalized to apply in similar type power plant.
