This paper introduces the primal experience obtained from implementing the information system for protective relaying and fault recorder in Henan power network. The three-level framework of main station

secondary station and sub station is introduced. Functions of all three levels and the access method of sub station to wide area network are also discussed. It emphasizes the information transmission between main station and sub station solved by adopting transparent transmission protocol.
