摘要

有效的分布式源荷参与辅助服务的市场机制可以扩大市场参与者的范围，提供多样化的能量、容量和调节服务，帮助电力系统实现快速调节、平衡供需和应对突发事件，从而维持系统运行安全性和提升运行经济性。在此背景下，首先

从有功平衡服务、无功平衡服务、事故应急及恢复辅助服务等方面综述和比较了国内外分布式源荷参与辅助服务市场机制的发展现状和发展思路。然后，基于独立主体和聚合2种参与形式，系统地总结了分布式源荷参与辅助服务市场的聚合和控制技术。接着，对分布式源荷参与辅助服务市场的计量、结算和成本分摊机制进行了梳理，并分析了区块链技术、共享商业模式在分布式源荷参与辅助服务市场中应用的现状和问题。最后，面向中国新型电力系统建设需求，展望了分布式源荷参与辅助服务市场的研究方向。

Abstract

An effective market mechanism for distributed sources and loads participating in ancillary services can extend the scope of market participants

and provide diverse services of energy

capacity

and regulation to help power systems realize the fast regulation

supply and demand balance

and responding to emergencies. Therefore

power system operation security can be maintained

and power system operation economics can be improved. Given this background

firstly

the development status and ideas of market mechanisms for distributed sources and loads participating in ancillary services in China and other countries from the respects of active power balancing services

reactive power balancing services

and emergency and restoration ancillary services

are briefly reviewed and compared. Secondly

the aggregation and control technologies for distributed sources and loads participating in ancillary service markets are summarized systematically for both individual and aggregated forms of participation. Thirdly

the metering

settlement

assessment

and cost allocation mechanisms for distributed sources and loads participating in ancillary service markets are clarified

and the application status and problems of the blockchain technology and shared business models for distributed sources and loads participating in ancillary services are surveyed. Finally

future research directions of distributed sources and loads participating in ancillary services are prospected for the construction of new power system in China.
