摘要

不同于中国其他水电规模占比较小的电力体制改革综合试点电网，中国四川电网存在水电装机占比高、丰枯水期发电原则差异大、网架复杂约束多、发电调度策略分散等独有特点，故设计丰枯双期的市场机制以适应四川丰枯水期电力供需形势及电网运行特性差异。首先，从市场设计思路、市场总体模式、丰枯水期电力现货市场等角度说明四川电力现货市场机制；然后在此基础上，提出适应四川现货市场机制的功能架构，以及分析四川电力现货市场在丰枯双期市场模式、市场运营物理空间、水电耦合约束、优化出清流程等方面的特色之处；最后，结合四川丰枯双期电力现货市场的运行实践情况提出若干建议。

Abstract

In China

different from other comprehensive pilot grids of power system reform with relatively small scale of hydropower

Sichuan power grid has some unique characteristics

such as high proportion of hydropower installed capacity

large difference in power generation principles between high-water and low-water periods

complex grid structure constraints and decentralized power generation dispatching strategy. Therefore

the high-water and low-water market mechanism is designed to adapt to the grid supply and demand situation and the difference of power grid operation characteristics between high-water and low-water periods. Firstly

this paper explains the electricity spot market mechanism in Sichuan Province from the perspectives of market design ideas

the overall market model

and the high-water and low-water electricity spot markets. Then on this basis

the functional structure adapted to the spot market mechanism in Sichuan Province is proposed

and its own characteristics in the aspects of high-water and low-water period market models

physical space for market operation

hydropower coupling constraints

and optimization clearing process are analyzed. Finally

some suggestions are put forward according to the operation practice of high-water and low water electricity spot markets in Sichuan Province of China.
