the study of the carbon obligation allocation between different members in the power system has significant theoretical and practical value. As important members in the power system
both generators and loads should take the responsibility of carbon reduction and thus carbon obligation is supposed to be allocated between both sides. Consequently
the carbon obligation allocation between the generation side and the demand side is proposed
and the problem is modeled as a cooperative game based cost allocation problem. The Aumann-Shapley method is used to solve the problem. The mechanism of allocating carbon obligation in both generation side and load side is compared with the allocation only on the generation side and the load side. The results of case study show that both generators and loads take the responsibility of emission reduction of the power system in the proposed mechanism
which can stimulate the energy saving and consumption reduction behavior of generators and loads and reduce the carbon emission of the power system.
