In the power systems with high penetration rate of wind power
there exists the problem that inertia and frequency response ability caused by the decoupling of doubly-fed induction generator(DFIG)based wind turbine's rotor speed with system frequency
a coordinated control strategy for a wind-energy storage system is put forward based on the fuzzy logic controllers. In this strategy
the fuzzy logic controllers are embedded in the wind-energy storage control system to determine the total active power output in response to the frequency fluctuation of power grid and the frequency-regulation participation coefficient of the kinetic energy of the DFIG's rotor. Based on the above
the wind speed is partitioned according to the operation characteristics of DFIG under different wind speed conditions
and the operation strategies of wind-energy storage system in accordance with the wind speed zone is designed to enable the wind-energy storage system to have the short-term frequency response ability suitable for various wind conditions. The simulation results show that the proposed coordinated control strategy can effectively improve the inertia and the short-term frequency response ability
not only enabling the wind- energy storage system to adapt its short-term frequency response ability to various wind conditions
but also avoiding the second frequency drop. At the same time
the frequency stability of the power systems with high penetration rate of wind power is improved.
