The energy deviation penalty is the transitional scheme before establishing the spot market
which is conducive to nurturing market players participating in market transactions. In order to reflect the influence of energy deviation penalty on retailer's marketing strategy more direct visually
this paper analyzes the situation of the electricity deviation in February and March
2017 in Guangdong Province
based on data of the actual electricity deviation rate of big users participating in the monthly auction of Guangdong Province. On this basis
the profit model of retailer under energy deviation penalty is developed
and the interruptible load optimal purchase model is put forward including free assessment power and taking the minimum cost of assessment and compensation costs as the objective. Three experimental scenarios are designed
i. e. 1)load unbound participation in tender bidding; 2)load bound to get the total load to participate in market transactions; 3)binding load to participate in market transactions and using interruptible load contract to reduce the positive deviation of electricity assessment. An analysis of the influence of three kinds of simulation scenarios on the operation strategy of retailers shows that the third kind of simulation scenario is the recommended optimal marketing strategy with the biggest profit. The monthly energy deviation transaction mode of the demand side is proposed to maintain the system monthly power balance.
