the requirement for frequency quality is increasing as a result notwithstanding the inability of existing frequency performance control standards to tackle the actual situation. The problems of control performance standards (CPSs) designed by North American Electric Reliability Council (NERC) are analyzed and its applicability to interconnection is discussed. By describing the technical characteristics of balancing authority area control error limits (BAALs)
the relationship between BAALs and CPS1 (one of the evaluation indices of CPSs) is investigated. Finally
suggestions for the modification of current CPSs are proposed and the feasibility of implementing the BAALs in China Power Grid is discussed. This work is supported by State Grid Corporation of China.
