Application of multiple emergency load shedding control measures and the influences of Decree No. 599 on the emergency load shedding are analyzed and summed up. The principle of multiple load shedding coordination and multiregional multilevel dispatching coordination is proposed. Based on the analysis
an online monitoring based and accident level considered risk assessment and coordinated decision framework for load shedding is presented. The main features of the framework include the second line of defense of emergency load shedding online monitoring and early warning
the third line of defense of low frequency/voltage load shedding online monitoring and early warning
manual electricity limit in the case of accident monitoring management
as well as risk assessment and coordinated decision on load shedding measures
in which the optimization model for electricity accident risk assessment is designed for load shedding price coordinated decisionmaking. This work is supported by State Grid Corporation of China.
