摘要

智能变电站配置描述（SCD）文件记录了与智能变电站安全可靠运行相关的关键配置信息。针对SCD文件的管控难题，文中对智能变电站配置信息全生命周期管理系统的功能结构、关键技术和实施过程进行了研究。结合国内近期开展的试验，分析了智能变电站配置信息管理的技术现状与存在的问题。提出由SCD文件版本管理、变更控制和在线监视等环节构成的管控过程，提出基于角色的SCD文件安全访问控制和实现在线监视的3种技术方案。

Abstract

The substation configuration description (SCD) file stores important configuration information that is critical to the security and safety of the smart substation. To solve the problem of management and control of the SCD file

this paper studies the life-cycle management of configuration information on smart substation in terms of function modules

key technologies and process of implementation. The management and control process consisting of version management

modification control and online monitoring of the SCD file is proposed. A role-based access control of the SCD file and three technical scenarios for online monitoring of the SCD file are then put forward. Experiments recently conducted in China are described to show the technical achievements in the management and control of the SCD file as well as the problems that still exist.
