According to the use of E-files，the problems in the E-file application are analyzed step by step.Aimed at these problems，from the perspective of the whole process management，a kind of E-file management modules is put forward with functions of dynamic generation，analysis，integrity checking，extensible management module，and log visualization.Meanwhile in order to adapt to changes in business requirements and proceeding from the event interface and aspect-oriented programming（AOP）framework，the secondary development function of the management modules is elaborated.The system adopts the open mechanism based on Web service and allows for other application systems to easily call the management modules of the public service，thus improving service efficiency of the system.
