The promulgation of Tentative Standard on Practicality of Energy Management System（EMS）and Interim Procedures for Practical Acceptance of Energy Management System（EMS）is beneficial to the practicality of EMS and improvement on the security and economy of power grid operation.The state estimation（SE）is a fundamental function in EMS，and the values obtained through SE are also the fundamental data for analysis of other power grids and control functions.Some opinions differ from those as worded in the above two standards are discussed at the academic and technical level.
