A decision-support system of energy performance contracting(EPC)is designed to solve problems in existing EPC projects, such as low intelligence and insufficient utilization of advantageous resources. The system adopts Facilitator based multi-agent federated architecture.A two-level centralized structure is applied in the function agents group, realizing distributed computation for similar functions. The active object pattern is used for open collaboration between different groups.Multiple concurrent processing of distributed computation and functional coordination is achieved.Based on real-time data from the user network, the system decision resource layer has the management information system and electric energy billing system information integrated, and supports the model base/knowledge base interaction between different EPC projects. The design of the system observes the FIPA standards with its function covering the energy consumption baseline measurement, energy saving scheme design and economic benefit forecast, etc.
