Time synchronizing is very important to the wide-area measurement system(WAMS).The wide-area power system stabilizer(PSS)based on WAMS usually consists of phasor measurement unit(PMU),PMU server and client.Time synchronizing and time delay control are key factors for the wide-area PSS application. This paper introduces the requirement of time synchronizing in wide-area PSS application, and a new time provider which called GPS-TSC Clock is proposed integrated global position system(GPS)with CPU time stamp counter(TSC)for the PMU server and control client. With the proposed method,a precise, simple and reliable clock can be provided.Experiment results show that the proposed algorithms can effectively meet the requirement of real-time clock for wide-area PSS control engineering.
