According to the delaminating sequence method, and based on the energy conservation generation dispatch, a two-phase model for generation schedules is proposed. The model takes security as the premise, energy conservation as the main objective, and environmental protection as the secondary objective. In the first phase, the energy conservation is taken as the optimal objective, and the average load rates of units with different coal consumptions will be distinguished. In the second phase, the environmental protection is taken as the optimal objective. Based on the optimal results of the first phase, units with similar coal consumption will be distinguished according to their desulfurization efficiency. Meanwhile, in the optimal objective, by introducing different penalty coefficients to slack factors of different constraints, the energy conservation, environmental protection and the security of the power grid are well coordinated. Finally, based on the actual data of a provincial grid, the two-phase model of energy conservation generation dispatch is calculated, and the scientific character and effectiveness of this model is illustrated. The method proposed has important reference value for the coordination of multiple objectives by priority.
