With the background that the two regulations, i.e., the management of the grid-connected operation of power plants and the management of ancillary services, are progressively being enforced in several regional power systems in China, an evaluation index system is developed for the two regulations in this work. With the reasonableness, scientificity and effectiveness as the second-level indices, eleven third-level indices are first defined numerically for building the evaluation index system. Then, the well-established fuzzy analytic hierarchy process is employed for the comprehensively quantitative evaluation of the two regulations. The fuzzy set approach is used to identify the membership grades of each index to various evaluation grades, while the analytic hierarchy process is applied to determine the weight of each index. Finally, an actual example of the Guangdong power system is served for demonstrating the effectiveness and practicality of the developed evaluation index system.
