摘要

结合中国电力市场和跨省、跨区电力交易现状，探讨中国电力金融市场建设的建设目标。提出中国电力金融市场建设要以跨省、跨区电力远期交易为切入点，分3个阶段实现的思想。界定了各阶段的边界条件，并分别设计了3个阶段的实现方案和演化路径。最后就中国电力金融市场的实现路径给出了相关建议。

Abstract

Considering the current situation of China's power market and the electricity trading between provinces and regions， the objectives of construction of the power financial market of China are analyzed， and the concept is presented that the construction of such a power financial market should take the electricity trading between provinces and regions as the starting point for implementation in three stages. The boundary conditions for the stages are defined and the overall program of the evolution path of the stages are designed. Suggestions for the implementing path of China's power financial market are given.
