As the IEC formulated Standards for communication networks and systems in substations(IEC 61850)do not involve such specific issues as dual-networking communication, communication between IED and the operation box, it is obvious that much of the requirements on reliable digitized substation operation cannot be met. Generic Object-Oriented Substation Event (GOOSE)directly uses the ISO /IEC 8802-3 Ethernet protocol for data transmission with high transmission efficiency, which is one of the main features of digitized substations. The dual-networking control strategy described in this paper is based on the digitized substation GOOSE protocol. The strategy has improved not only the system speed and redundancy, but also its security and reliability, meeting all digitized substation application demands. The dual-networking control strategy can be used as a supplement to IEC 61850.
