摘要

实施节能减排是贯彻落实科学发展观、构建和谐社会战略思想的重大举措，是实现可持续发展的必然选择。文中结合中国国情及节能减排的国际经验，提出了电力节能减排的核心理论体系与关键技术支撑体系架构;从建立节能减排长效机制的角度，提出了市场机制加上促进可持续发展的政策机制、有效监管及节能减排技术支撑体系的节能减排“组合拳”;重点研究了中国电力节能减排的市场机制、政策机制、技术支撑体系。

Abstract

Implementing the energy-saving and emission-reducing policy is one of the major measures to carry out the scientific outlook on development and strategic concept of building a harmonic society. It is also a must to realize sustainable development. By combining China's actual conditions and international experience in energy-saving and emission-reducing， a framework of the kernel theory and key technical support mechanism of energy-saving and emission-reducing in power industry is proposed. From the point of view of creating the long-term mechanism of energy-saving and emission-reducing and the joint strength composed of the market mechanism plus the sustainable development promoting policy mechanism， effective supervision and the technical support system for energy-saving and emission-reducing are proposed with emphasis placed on investigations of the market mechanism， policy mechanism and technical support mechanism in China's electric power energy-saving and emission-reducing.
