It is well known that the generation rights trade is an efficient way to implement the energy-saving and consumption-reducing strategy in the power industry. Generation rights trades may lead to the power flow change which might threaten the system security. Research on congestion dispatch for generation rights trades is thus necessary. Based on the maximum social utility trading model, which is used in some generation rights trading markets currently, a maximum social utility congestion dispatching model is proposed. In view of energy-saving, two other congestion dispatching models, i.e., the maximum trading amount model and the energy-saving-constrained maximum social utility model, are developed. Furthermore, the settlement of the generation rights trade is also discussed, and two settlement schemes are proposed. Case studies are carried out on the IEEE One-area RTS-96 system, and the results demonstrate the feature of these models.
