The electric power system operation sheet is an effective security measure to prevent misoperation in China's electric power system operation and management. According to the characteristics of the county dispatch center， a fully functional automatic dispatching operation system of the power network is designed， while the multi-agent theory is applied and the multi-agent system（MAS） model is developed. On the basis of this model， the communication between the MAS and the SCADA system is studied and the multi-agent collaboration between the control strategy and communication coordination mechanism is highlighted. Through the coordination between agents， the sheet generating function is realized. The system has been used in a county dispatch center. Practice has proved that the multi-agent model is effective and practical.
