A variable-speed constant-frequency(VSCF) wind generator dynamic model is developed with PSCAD/EMTDC. Based on this model, a novel power control strategy is introduced considering various constraints imposed by wind turbine. The strategy makes it possible to capture maximum wind energy and control power outputs for wind turbines even without wind speed measurements. Therefore the wind turbines can participate system load dispatch under certain wind conditions. Simulation results on 2 MW wind turbine demonstrate maximum energy capture, independent active and reactive power control can be achieved by use of the strategy.
