This paper analyzes the thought of the dangerous points forecast and control. The thought have three essentials: the behavior of ahead control， the thought of systematizing integrating， and the target of pursuing“zero” dangers. It is discussed that meaning and implement way of the dangerous points forecast and control. Applying the principle of the dangerous points forecast and control into the security management of the power supply enterprise， the new software is researched and manufactured“dangerous points forecast and control management system（DPFCMS）”. Its total structure and seven function modules is introduced， that include the customer system management， the management of the dangerous points， the establishment of work ticket， the management of the test questions database， the management of the training in safe， the management of the record on illegal thing， and the management of the early-warning information. The system adopts the pattern of the dangerous points dynamic management so that can pre-analysis and pre-control to the dangerous points.
